SUMMARY
BSR seeks a qualified and experienced workforce development and training & qualification professional with significant experience in the mining industry exploration and development phase projects. The qualified person must possess technical and functional knowledge and skills that have been applied in a project development phase context.
POSITION OVERVIEW
The position is based in the Philippines as a workforce development and training & qualification program manager on development phase mining projects. The position requires an ability to work within an extractives company to translate workforce development and training and qualification frameworks and strategies into operational plans while working closely with counterparts in the company and across other functional teams within the company. (Construction, procurement, HSE, stakeholder engagement, public/government affairs) Plans and strategies developed by this role must be developed and communicated at both the corporate boardroom/project general management level as well as at functional management and project site levels.
Position requires an ability to marry development experience with business/extractive industry knowledge to develop programs and plans that have a strong business case and demonstrate social and economic benefits of workforce development. The position requires experience with the application of TVET training & qualification methodologies and external public-private partnership development.
RESPONSIBILITIES
The position requires some of the following key tasks:
- In coordination with the project team lead on establishing TVET and Employment baseline information of the project
- Provide technical support to implementing partners’ project teams and ensure that appropriate support systems and skills training that can lead to economic self-reliance of target groups is provided by project partners
- Identify technical gaps that affect the attainment of the project objectives and results and initiate specific, innovative and practical measures that need to be taken by implementing partners
- Provide conceptual and practical framework needed for planning and undertaking TVET and employment to implementing partners based on experiences obtained from implementing similar projects in and outside the Philippines
- Consolidate and translate research outputs into company/project strategies and operational plans for workforce development
- Facilitation of company workshops for the purposes of developing company plans, strategies, and concepts
- Conduct of internal and external stakeholder facilitation and consultation
- Development of strategy concepts and terms of reference and scopes of work for workforce and training & qualification programmes and activities
- Prepare and provide checklists for establishing and running quality and appropriate TVET and employment initiatives by implementing partners
- Provide support to project staff and implementing partners in applying appropriate project implementation approaches as indicated in the action of the project, utilizing appropriate and relevant skills training curricula and linking training with employment opportunities
- Provide technical support to the project staff and implementing partners in introducing and implementing effective and innovative Employment Promotion Services (EPS)
- Provide technical support and guidance to the existing TVET Centres, mentoring project officers in their role and develop the implementation process for: building competency-based assessment procedures; upgrading of the training curriculum and teaching methodologies including the application of a competency-based TOT curriculum for trainers and TVET management
- Within the framework of the project, build the capacity of the TVET Service providers, support the TVET instructors in introduction of competency based training approaches as well as strengthening the capacity of the MOE for future TVET planning and management
- Ensure standardisation of TVET within the project and contractors, this including the area of TVET content (training materials), approaches, assessment of competency and certification.
- Plan and facilitate studies, researches, assessments, reviews and evaluation pertaining to TVET and employment aspects of the project
- Ensure that an appropriate quality monitoring system is developed and utilized by all the project staff and ensure timely production of the project monitoring reports
- Document and communicate good practice of the project as implemented by various implementing partners
- Organise and facilitate technical meetings/workshops to staff involved in delivering the TVET and employment part of the project
- Attend periodic project coordination and review meetings together with implementing partners
- Mentor junior staff on BSR team and build capacities of staff inside client company
Communications
The position requires an ability to draft and deliver reports, presentations and communications to multiple audiences within a company’s project team including construction, procurement, human resources, community development, health and safety and public affairs.
The position requires an ability to work closely and collaboratively with a multi-disciplinary team from BSR working on a range of cross cutting social management/development issues, including stakeholder engagement, human rights/security, workforce development, supplier development, artisanal mining, and cultural sustainability, etc.
Reporting
The position will report to both a technical director and project manager on the project team and the client HR Manager for day-day project specific responsibilities and mining/oil/gas industry director within BSR for institutional responsibilities.
Capacity Building
The position is expected to help build capacity of BSR team staff and capacity of the client’s staff.
QUALIFICATIONS
Seeking a candidate with the following attributes:
- Degree and/or post graduate qualification in TVET, business management, economics, education or related fields
- Minimum 10-15 years of experience in workforce T&Q and TVET programmes, preferably in the mining sector
- Strong (proven) conceptual understanding of education and economic development in general and TVET and Employment in particular
- Proven experience (at least 6 years) of planning, designing and implementing TVET and employment programmes in the mining industry
- Proven knowledge of and work experience with the Australian TVET system
- Proven practical experience of training facilitation and presentation skills
- Knowledge and experience of project cycle management including stakeholder participation in project appraisal, monitoring and evaluation.
- Proven ability to undertake research and assessments at community level on issues affecting youth education, training and employment
- Experience in development and implementation of workforce T&Q programmes, including experience with integration of local service providers and third-party training institutions
- Experience managing teams of 5-7 persons
- Excellent communication and interpersonal skills, including experience in mentoring
- Experience with occupational safety and risk management systems
- Ability to write and compile reports in English for a multi-disciplinary audience
- Computer literacy – competent in Microsoft Office suite
- Fluent in English
